They cannot rely on Patients to complain, because they are scared of losing that necessary home care. It is essential that any private agency tasked with home support, maintain a free and open line of communication with its patients, and workers. They cannot be arbitrary, or dictatorial in how they take negative feedback. Nor should patients be made to feel they will be penalized for speaking out.  Nor should workers.  Communications must be maintained, but without fear. Yellow Books are fine, but what is really needed is consistent communication between workers, patients, and Management. You need a worker who specializes in being a substitute and you need different training for those who become regular home support workers for a Patient. There is a difference in how you approach the job, yet today's businesses don't seem to understand that. To begin with, they don't buy into the need of having regular workers for each Patient. Problem is without input from the workers, all the advanced tools become useless, if not downright counter productive. It makes sense to also have competent substitutes in place, to make a holiday less stressful for the Patient. The added stress will have an impact on the entire day, not just for the few hours of inconvenience. This is why there must be checks and balances, which VIHA DOES NOT HAVE IN PLACE.
